Are we saving the Taj Mahal, or slowly burying it under dust, smog and smoke?
Agra's air remains toxic for most of the year. Every day, thousands of trucks, buses and other heavy vehicles travelling from north to south and east to west add to the city's pollution burden. The Yamuna and its tributaries are running dry, lakes and ponds have disappeared, tree cover is shrinking, and chaotic traffic is choking the city. In such fragile circumstances, every benefit and every likely cost of allowing new industries in the Taj Trapezium Zone must be examined carefully and scientifically. A small decision today should not become a major environmental disaster for future generations.
The protected TTZ, covering nearly 10,400 square kilometres around the Taj Mahal and including Agra and neighbouring districts, has witnessed explosive growth in vehicular traffic since the early 1990s. Around 1990, Agra had roughly 190,000 to 210,000 registered vehicles. By mid-2026, the number had risen to nearly 1.69 million. In about 35 years, the vehicle population has increased four to eight times.
This local traffic is multiplied by transit vehicles. Agra lies on the Yamuna Expressway, carrying over 50,000 vehicles daily, and the Agra-Lucknow Expressway, where traffic nearly doubled between 2020 and 2025. Thousands of trucks, tourist buses and private cars also pass through the city's highway network. Official studies repeatedly identify vehicular emissions as the biggest contributor to poor air quality around the Taj Mahal. This vehicle explosion continues to keep pollution levels dangerously high.
The Supreme Court has recently relaxed the blanket ban imposed in 2024 by allowing nearly 400 pending applications for non-polluting MSMEs in the TTZ to be processed. However, this should not be seen as an invitation for unrestricted industrialisation. Every application must receive unanimous approval from experts of the National Environmental Engineering Research Institute and the Central Empowered Committee. Any disputed case will ultimately be decided by the Supreme Court. Even so, further liberalisation must proceed with extreme caution.
In 1996, the Supreme Court ordered hundreds of coal- and coke-fired industries to switch to natural gas or shut down. At that time, Sulphur dioxide and suspended particulate levels were causing the yellowing of the Taj Mahal's marble and acid deposition.
That landmark judgment delivered significant benefits. Sulphur dioxide levels fell sharply, while nitrogen dioxide also declined, protecting the monument from the most corrosive industrial gases.
However, the overall picture remains far from satisfactory. Fine particulate pollution remains dangerously high. PM₁₀ levels at several monitoring stations are two to three times the prescribed limit, while PM₂.₅ concentrations often remain far above safe levels, especially in winter. These fine particles settle on the Taj Mahal and seriously affect public health. Although progress has been made over the past three decades, the job is far from complete.
Industry alone cannot be blamed. The Yamuna has almost dried up and remains heavily polluted. It no longer provides the moisture and cooling effect that once helped maintain the Taj Mahal's microclimate. Soil erosion is increasing, and green cover continues to shrink. Road dust, construction, vehicle emissions and biomass burning in neighbouring states further worsen the situation.
Against this backdrop, opening the TTZ to more industries, even if classified as non-polluting, is not without risk. The region's environmental carrying capacity has still not been fully assessed, and the long-pending Vision Document remains incomplete. More industrial activity will inevitably increase traffic, construction and energy demand, offsetting many of the environmental gains achieved so far.
The way forward must be cautious and science-driven. Only genuinely non-polluting White and Green category MSMEs using electricity or natural gas should be permitted, and every proposal must undergo rigorous scrutiny by independent experts in a transparent approval process.
At the same time, equal priority must be given to restoring environmental flows in the Yamuna, large-scale afforestation, soil conservation, control of road dust and vehicular emissions, and continuous air-quality monitoring. Until particulate pollution declines substantially and the region's ecological carrying capacity is demonstrably strengthened, any wider industrial opening should be avoided.
The Taj Mahal is not merely a monument. It is a mirror reflecting the environmental health of the entire region. The Supreme Court's landmark intervention in 1996 proved that firm regulation can reduce pollution. The limited relaxation granted today must not become the first step towards unchecked industrialisation.
