Parrikar, Prabhu, Jagat Prakash Nadda and Chaudhary Birender Singh appointed as cabinet ministers while Bandaru Dattatreya, Rajiv Pratap Rudy and Dr. Mahesh Sharma appointed as minister of state (Independent Charge).  

Mukhtar Abbas Naqvi, Ram Kripal Yadav, Haribhai Parthibhai Chaudhary, Sanwar Lal Jat, Mohanbhai Kalyanjibhai Kundariya, Giriraj Singh, Hansraj Gangaram Ahir, Prof. (Dr.) Ram Shankar Katheria, YS Chowdary, Jayant Sinha, Col. Rajyavardhan Singh Rathore, Babul Supriyo, Sadhvi Niranjan Jyoti and Vijay Sampla appointed as minister of state.

President administered the oath of office and secrecy to the above 21 members of the Council of Ministers at a swearing-in ceremony held in the Rashtrapati Bhavan. Anil Desai could not be administered the oath of office and secrecy as he was not available for the purpose.
