Kanauja, Bhaupur, Jalabad, Ataur, Kazimpur, Aabidpur, Manki, Samser, Bahadurpur, Firoz Mohan pur are few villages which have come forward and given sworn affidavit where as other pradhans have approached the CDO to understand the concept and have agreed to give similar affidavit.
Harmoney Village lays emphasis on wholesome development of state in which winners and loser candidate of Village Panchayat would work together to carry forward the development work planned for these villages.
Those actively participating in propogating the idea and becoming part of the exercise to complete the development work on time by ensuring support from the opposition groups would be incentivised.
So far many development works across the Indian Villages get held hostage to inetrnal rivalary amongst the cadidates figting election for various Panchayat Post.
The Village Pradhan from Mathurapur Village in Ghaziabad, Phire Ram has pledged to take the looser candidate on Board in each development work being planned for the village.
Phire Ram says, ‘we are happy to be part of the Harmoney Village, a new idea which promise development with fast pace. And what it is more tempting the looser candidate, which also command a support of sizable number of people from our Village Panchayat has agreed to cooperate in a joint sworn affidavit, of which I am also a signatory. It will be too early to predict the outcome but we are positive about it.’
Loser candidate Kamla Devi is quite tempted to be part of the Harmony Village as she says, ‘Though I am runner up in the election and generally opposition are treated with suspicion but when both of us will work together, things are bound to improve for the villagers.’
Nagar, former Pradhan says, had this schme been in place during my tenure, I would have ensured far more development but I had to face opposition for every development work being planned for this village.
Blood bath after Panchayat election and elimination of political foes has been common in Ghaziabad, the new experiment is directed to check political killings and ensure allround development of each village.
Stiff competition, individual rivalry, some time a big defeat margin or winning margin which could be thin or big, making them blood thirsty or great opponent besides winner humiliating the looser in social circle are few reasons making strong opposition.
CDO Ajay Shankar Pandey has been working on this idea to give impetuas to development in Ghaziabad.
Harmony Village, a unique experiment has been planned where the BDOS of Ghaziabad will hand over the visiting cards as well as identity card to winner as well as immediate looser if they join hand to give direction to the planned development of village in a positive frame of mind.
While the winner will be called Kushal Pradhan (Proficient Pradhan) the looser will named Vikash Salahkar (Development advisor). Officer will give priority to these pradhanss who would pledge to abjure violence in the best interest of their village and set a new target for fast development.
The decision has overwhelming support of even the winners who have agreed to take the concept of Harmony Village to new height and ensure whole some development of their village.
The winners were unanimous that many of their projects could not take off because of opposition or the runner up candidates blocking them and making hue and cry even before it being conceived and implemented.
The winner and loser candidate would give a combined sworn affidavit to stay united for development of their respectvie villages.
The Village would be Named Harmony Village or Ekta Gramme.
The winner would be named proficient Pradhan where as runner up will be given the name of development advisor.
Both the Pradhan would be given special badges. The Development advisor would be called in every meeting and they would be made part of the project from conceptual stage and even if they disen’t, it would be noted down in the file. Detail of every action would be provided in written to development advisor.
CDO Ajay Shankar Pandey says, ‘I am quite positive about its success as more then 80% Village Panchayat members have shown willingness to become part of the Harmony Villages. Our discussions have shown that 20% people have deep rooted animosity due to property disputes, old rivalry and traditional ideologies.’
